The two men who were arrested trying to sneak into the General Service Unit college on Tuesday were not terrorists, IG Joseph Boinnet has said.

Boinnet was responding to a report by the Daily Nation that the men were nabbed trying to sneak a bomb into the parade when President Uhuru Kenyatta was in the premises.

Uhuru was expected at the college for a pass-out event.

"There was no attempt to sneak a bomb," Boinnet said in a statement on Thursday.

"Someone was found with a motherboard of a small transistor radio in his bag at the security check as he queued to access the outer gate and was arrested for further questioning."

A transistor radio is a small portable radio receiver that uses transistor-based circuit.

Boinnet said the man carrying the gadget told police his relative from Garsen gave it to him to bring it to Nairobi for repairs.

The arrests came shortly before the President arrived for the event in which more than 1,900 recruits graduated.

Uhuru said 10,000 more to

enable Kenya achieve the recommended minimum police to population ratio of 1:430.

He said the country's stability and progress depend on how officers confront criminals and values including impartiality and integrity.

On February 26, Kenyan security agencies placed a Sh8 million bounty on four terror suspects believed to have been behind attacks on a bus and a quarry in Mandera.

Abdullahi Issak, Idriss Issack, Ahmed Uweys and Mohamed Shide allegedly planned the November 2014 ambush on

Makkah Bus that left 28 dead.

The Inspector General noted that the as there are reports the group is keen on carrying out other attacks.
