Cabinet Secretary (CS) for public service, performance and delivery management Moses Kuria has asked to be awarded with honorary Certified Human Resource Professionals (CHRP) Certification.
CHRP is a HR Certification offered by Human Resource Management Professional Examinations Board that enables the HR Professional to be gazetted and recognized as Certified Human Resource Professional.
The CS said the certification will help him manage the over 900,000 government employees.
“I am an employer number one and I did something in my first degree remotely related to CHRP, so you can put some consideration and honor me with an honorary CHRP’’ said Kuria.
The Course is equated to CPA which is offered by KASNEB which is considered Lucrative among the Accountants who are barred signing Book of Accounts unless they are Certified Public Accountants.
Kuria who recently was reshuffled to Public Service, has a degree in Commerce (Accounting and Finance) from the University of Nairobi.
His studies are indeed not far away from HR. Both curricula stem from Business Management and have similarities.
Considering HR and Bachelor of Commerce stem from Business Management Course, the CS could get some exemptions on some units which means he would need to do very few units to be Gazzeted and certified as a HR professional.
Instead of being granted the Honorary CHRP Certification, he can consider being certified via Recognition of Prior Learning as he has the required portfolios.
On 1st June 2021, the President issued directives that Qualifications Awarding Institutions (QAIs) to Implement Recognition of Prior Learning. RPL gives recognition for skills and knowledge acquired at school, work, home, jua kali sector or hobbies and work experience.
Moses Kuria could easily be Certified as a HR Professional without stepping in to class. He has a rich portfolio having worked for over 30 years in private and Government sector.
His notable career experience is being an auditor, accountant, banker and Manager meaning that he has vast experience in matters People’s relations – HR.
CS Kuria should consider directing his parastatal: Human Resource Management Professionals Examinations Board to implement RPL so as to bridge the gap of the experienced HRs yet to be certified.
HRMPEB recently certified 756 CHRP Finalists at KICC bringing the total no of certified HR Professionals to 2995 out of hundred thousand of HRs practicing. The gaps can be filled by
Certification through RPL could attract more numbers for the HR Exams Board.
CHRP still new in the market, but the certification is getting traction each given day with HR Fraternity fighting to put it in the scheme of service
