Own Medium Term Plan IV for ease of implementation – Owalo

Owalo said ownership of the MTP IV must align with the integral stakeholders.

Information, Communications and Digital Economy CS Eliud Owalo has rallied Kenyans to own the fourth Medium Term Plan document for ease of implementation.

He noted that this is why the national government working in partnership with the county governments was sensitising the public.

Owalo said ownership of the MTP IV must align with the integral stakeholders, he said, so that they can get fully conversant with the programme's activities contained in the plan.

"This is so that over and above that ownership, they can also hold the implementing agencies to account in terms of very clear performance indicator at the end of the activity period," he said.

The ICT CS was speaking during a stakeholder sensitization meeting on the Fourth Medium Term Plan (MTP IV) in Kisumu on Tuesday.

Owalo said ownership of the plan is important because it will also facilitate dissemination of the content of the MTP IV to the wider public.

He added that in the implementation of the MTP IV, they we will be rolling out programmes and projects which are relevant to Kisumu county.

"It is this same integral stakeholders segments, which we will desiminate to the general public with activities the government will roll out in Kisumu county," he said.

Owalo added that both the national and county governments need to work together in implementation of the development programmes.

"We are working together with the county government.  There is no development agenda the national government will undertake that will not take place in a given county," he said.

The CS emphasised that in the development of the MTP IV, there must be effective alignment at all levels.

At macro level planning framework, Owalo said the MTP IV is effectively aligned with the Bottom-Up Economic Trasformation Agenda (BETA), the overall policy document on the basis on which their planning framework and development agenda is anchored.

The BETA plan entails the thematic areas of agriculture, affordable housing, universal healthcare, small and medium enterprises (SMEs) and the national superhighway and the ditigal economy.

"In equal measure, the county governments also have the County Integrated Development Plans (CIDPs) in their development," he said.

"The counties have also taken into content the macro level planning frame work, they have also aligned to the BETA plan and MTP IV."

The MTP IV is also aligned to the EAC Vision 2030, AU Agenda 2063 and the United Nations sustainable development goals, Owalo said.

"This is the planning framework we envisage so that all the planning and policy documents speak to each other as opposed to being discordant to each other, to subsequently facilitate seamless implementation of projects aligned at all levels both locally and internationally".
