Soipan Tuya has pledged to work with dedication if approved by Parliament after President William Ruto nominated her back to Cabinet.

Ruto on Friday unveiled the faces of half of his new Cabinet and nominated Tuya back to the Environment, Climate Change and Forestry docket.

“Further consultations are ongoing after which I will announce more names in due course,” Ruto said after releasing names of 10 CS nominees and Attorney General.

In a statement on X, Tuya expressed gratitude to the President for his expression of belief in her abilities and promised to deliver on her mandate.

“I take this opportunity to thank H.E. the President of the Republic of Kenya, William Ruto for granting me a second chance to serve our country in matters of Environment, Climate Change and Forestry. I wholly commit to serve with commitment & dedication, upon confirmation,” she said.

On July 11, Ruto sent home his entire Cabinet save for the Prime Cabinet Secretary “after keenly listening to what Kenyans have said” following a series of Gen Z-led street protests.

The young Kenyans poured onto the streets in their numbers to denounce the passage of unpopular taxes under the impugned Finance Bill, 2024 which the President eventually withdrew.

The Gen Z, however, continued piling pressure on the government demanding accountability and the axing of individuals they deemed unfit to hold office.

They accused the government of being unresponsive to the plight of ordinary Kenyans by planning to worsen the cost of living with more taxes which they said would likely go to waste as demonstrated by the lavish lifestyles of some of his Cabinet members.

“Upon reflection, listening keenly to what the people of Kenya have said and after a holistic appraisal of the performance of my Cabinet and its achievements and challenges, I have decided to dismiss with immediate effect all the Cabinet Secretaries and the Attorney-General from the Cabinet of the Republic of Kenya except the Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs,” Ruto said.

He said he would immediately embark on extensive consultations to set up a broad-based government that would among other things, eliminate wastage.

On Friday, Ruto stood on the same podium at State House, Nairobi and unveiled the new-look 11-member Cabinet that comprised six former CSs he had axed.

“I have started the process of forming a new, broad-based cabinet to assist me in driving the urgently needed and irreversible transformation of our country,” he said.

He said he settled on the new team after extensive consultations on two fundamental issues.

One is enhancing, broadening and deepening the national economic turnaround Plan set out in the Bottom-Up Economic Transformation Agenda and interventions that will facilitate job creation, debt management, enhanced transparency and accountability, and enhanced domestic tax collection and optimal expenditure.

Other than Tuya, other former CSs Ruto nominated back to Cabinet are Aden Duale (Defence); Kithure Kindiki (Interior); Davis Chirchir (Transport and Roads) and Alice Wahome (Public Works and Housing).

He also named former Trade and Industry CS Rebecca Miano the nominee for the post of Attorney General.

They will all have to be vetted by Parliament on their suitability to hold the respective offices.

"Further consultations are ongoing after which I will announce more names in due course," Ruto said.
