Former Kenya Re chairman and veteran financial expert David Kibet Kemei alias Rotuk on Tuesday faces MPs for vetting to become the next director general of the Competition Authority of Kenya.

The development follows his nomination by the then-acting Treasury CS and Prime Cabinet Secretary Musalia Mudavadi last month.

Kimei, a seasoned professional with 33 years of experience in multi-industry sectors, faces a joint committee of the National Assembly’s Finance and National Planning and Senate’s Finance and Budget.

The joint panel will scrutinize Kemei for suitability to lead and transform the authority mandated with promoting and safeguarding effective competition in the market and protecting consumers from unfair and misleading market conduct.

“In accordance with section 6(4) of the Public Appointments (Parliamentary Approval) Act, 2011, the general public is hereby notified that the committee shall hold an approval hearing for the said nominee on Tuesday 17, 2024,” a notice by the two clerks of Parliament states.

Upon confirmation by Parliament, Kemei will replace Adano Rioba, who has been serving in the capacity on an acting basis since last year.

Kemei holds a Bachelor of Commerce, Accounting option, as well as a Master’s in Business Administration (MBA) both from the University of Nairobi.

His career journey began in 1990 as a management trainee at the Kenya National Trading Corporation.

He later worked as an assistant lecturer at the UoN before taking up other roles at the Nation Media Group, Windsor Golf Hotels, Country Club, and the Energy Regulatory Commission.

Kemei has been a lecturer at Egerton, Kabarak, Moi Universities, Jomo Kenyatta University of Agriculture & Technology and the Kenya School of Monetary Studies.

He has also lectured at Mount Kenya University, Oshwal College, and Kenya College of Accountancy (KCA) University.

He boasts of massive experience in various sectors including regulatory, financial, tourism, devolution, academia, and corporate governance, with over 10 years in senior management positions.

Besides Kenya Re, Kemei also served as the chairman of the audit committee at the Commission on Revenue Allocation (CRA) and a board member at Kenya Medical Training College (KMTC).

During his tenure at Kenya Re, he served between 2014 and 2020, the reinsurance firm realised massive growth in revenue and profit.

He oversaw the board’s performance and played a pivotal role in creating the conditions necessary for the overall board and individual director effectiveness inside and outside the boardroom.

Currently, he is the managing director of DGMB Training Solutions Ltd, a consultancy firm.

If approved by Parliament, Kemei will oversee the protection of consumers from unfair and misleading market conduct.

CAK is mandated to among others investigate impediments to competition, including entry into and exit from markets in the economy.

It advises the government on matters relating to competition and consumer welfare.

“The Authority’s mandate is to enforce the Act to enhance the welfare of the people of Kenya by promoting and protecting effective competition in markets and preventing misleading market conduct throughout Kenya,” a statement on its roles published on the website states.
