What civil servants will take home in new pay structure

The government has announced a new pay rise for all civil servants to be backdated to July 1 this year, in a major relief to the workers who were planning to go on strike.

Union of Kenya Civil Servants (UKCS) had announced a work boycott in protest over failure by the government to honor a collective bargaining agreement (CBA) which it had agreed to implement in two phases.

The first phase was to be implemented from July 1, 2023 to June 30, 2024 while the second phase was to cover July 1, 2024 to June 30, 2025.

While announcing the new pay rise on Tuesday, Public Service Cabinet Secretary Justin Muturi revealed that the Treasury has approved Sh1.5 billion for the purpose.

“The State Department for Public Service will use the approved budget for FY 2024/2025 to ensure that our civil servants are well-compensated and motivated to serve Kenyans with excellence,” he said.

"Our aim is to foster a performance-driven culture that will not only boost productivity but also restore public confidence in our services," he added.

UKCS Secretary General Tom Odege was present during the event.

In a circular issued by Principal Secretary Amos Gatecha to the Auditor General, Controller of Budget and all county commissioners including their deputies, the phase II of the new basic salaries and house allowance will affect the employees in CSG17-CSG4.

“All employees being paid house allowance for cluster category will adopt cluster three rates,” it states.

House allowance for cluster 4 category, he noted, will cease to apply beginning July 1, 2024.

Job groups are generally classified according to an employee’s level of education, set of skills and certification.

In the new structure, civil servants will now get Sh1,000 and Sh3,000 rise with the lowest cadre (CSG 17) who have been earning Sh16,920 now walking home with a new pay of 19,340 per month.

Those in CSG 16 will earn between Sh18,250 and Sh21,940 every month while the highest paid under Grade 4 will get between Sh182, 890 and Sh339,780 per month.

Job group B1 is the lowest job group and aggregates low-skilled labourers which include officer III, support staff, operator III, and attendant III.

On the other hand, job group E4 is the highest in the civil service with highly skilled and specialized personnel, mostly in high-level management positions.

They have a high level of education and matching working experience.

In the other categories, civil servants falling under Grade 15 (CSG15) will earn between Sh19,340 to Sh 23,520), Grade 14 (Sh20,560-Sh25,420), Grade 13 (Sh25,420-Sh32,000), Grade 12 (Sh28,620-Sh35,720), Grade 11 (Sh34,420-Sh44,410), Grade 10 (Sh41,420-Sh54,680), Grade 9 (Sh46, 120-Sh62,930).

Those in Grade 8 will receive (Sh52,330-Sh92,030), Grade 7 (Sh92.030-Sh127,340), Grade 6 (Sh105, 570-Sh175,070), Grade 5 (Sh146,360-Sh245,000).
