Ndindi Nyoro calls on National Treasury to release funds for floods mitigation

Kiharu MP Ndindi Nyoro has urged the National Treasury to avail funds for mitigation of floods in the country.

Nyoro who is also the chairperson of the National Assembly Committee on Budget said the National Treasury should leverage on Article 223 of the Constitution to avail funds to address the current flooding situation.

According to Nyoro, through the supplementary appropriation clause, the Treasury can use money not previously allocated during the budgeting process in times of emergencies like flooding.

The legislator was speaking in Rabai during the official handing over of three classrooms and an administration block built by the Rabai NG-CDF.

"Just like drought no one prepares for floods but we have them. Article 223 allows National Treasury to utilise funds which have not been budgeted by parliament in the event of emergencies which will be regularised later on," Nyoro said.

"The funds should not be more than 10 per cent of the budget," he noted.

Nyoro said the government has put in place measures to mitigate the effects of flooding.

He noted that the government has already approved deployment of Nation Youth Service officers and other agencies to assist in rescue efforts in the country.

He assured Kenyans that the government is working round the clock to support those affected by the floods.

Rabai MP Kenga Mupe called on Nyoroto make sure funds are released to repair bridges and dilapidated roads in his constituency.

"We have not had flooding in Rabai but when it rains heavily most areas of Ruruma ward are marooned. We have the Jimba bridge which is in a sorry state and it links the constituency to Mariakani," Mupe said.

"It is hard for people to move out of Rabai when there are heavy rains," he said

The MP also launched the issuance of Sh49 million bursaries.

This comes even as heavy rains continued to leave a trail of destruction across the country.

Government data shows that so far, 70 people have lost their lives as a result of the floods.

Thousands others have been displaced and left homeless, while several roads across the country have been rendered impassable.
