The Ministry of Lands plans to issue 280,000 title deeds this financial year, CS Alice Wahome has said.
Wahome said the ministry has made major strides in the past two financial years.
They include registration and issuance of 412,562 title deeds in 2022-23 and 422,313 in 2023-24.
Wahome spoke on Tuesday when she hosted Eliud Owalo, the Deputy Chief of Staff in charge of Performance and Delivery Management.
Secretary to the Cabinet Mercy Wanjau, Lands PS Nixon Korir, Public Works PS Joel Arumonyang and Parliamentary Affairs PS Aurellia Rono were present.
Wahome said they have also digitised land services in Nairobi and Murang’a.
“Land services in the two registries are accessible online to the public via Ardhisasa platform,” she said.
Under Ardhisasa, one can search land transactions, transfers and registration at the comfort of their home.
This online transaction reduces fraud, corruption, manipulation of critical land records and delays.
The system is also meant to do away with long queues at the registries.
Wahome said there is a 1,061 per cent increase in affordable housing units already completed.
She said they settled 9,970 households in 2022-23. The areas include Mombasa 1,679, Kwale 872, Lamu 448, Kilifi 2,053, Taita Taveta 264, Nakuru 2,118, Makueni 1,237, Nandi 411 and Kitui 888.
In 2023-24, they settled 10,343 households-Taita Taveta 1,687, Trans Nzoia 2,654, Makueni 2,764, Kwale 1,139, Mombasa 816 and Tana River 1,283.
On geo-referencing of land parcels, Wahome said 66,282 land parcels were mapped out in 2022-23 and 44,733 in 2023-24.
She said her ministry prepared physical and land use development plans for Dongo Kundu Special Economic Zone and Kibera Soweto East in 2022-23.
In 2023-24, it prepared plans for Nairobi City Railway Strategic National Project, Eldoret Railway Strategic National Project and Chemase Agro-Industrial Park.
The CS said her ministry is ready to sign performance contract and deliver services to Kenyans.
Performance contracting is among reforms the government has put in place to improve services.
Owalo said the ministry has committed to register and issue 280,000 title deeds in 2024-25.
He said the ministry has also committed to settle 16,000 households and construct 100 bridges.
Other commitments include auditing of 500 government buildings.
“The ministry has committed to design, document and supervise 100 government buildings in 2024-25 and construct 66,155 affordable housing units,” Owalo said.
"The ministry has also committed to construct 52,758 social housing units and construct 100 ESP markets and 27 modern markets."
PS Korir said they have been given a target of raising Sh15 billion by the National Treasury, a move that the ongoing reforms in the sector will help boost.
He said as the number of title deeds being issued increases, so is the revenue.
Wanjau said land is central to the economic fortunes of the county.
She said the ministry has identified 214 services for onboarding on eCitizen, while 206 have been onboarded.
