The second wing of the Kerio Valley Development Authority Plaza in Eldoret town will be complete by June.
The Sh400 million 14-storey building will be the second tallest in the town and region.
KVDA chief executive David Kimosop said the building will have an international conference centre fitted with modern gadgets to host more than 400 people at a go.
The stadium-shaped centre will be on the first floor.
The building will have offices to let and a restaurant.
Construction of the southern wing stalled more than two decades ago.
Kimosop revived the project for the authority to increase its income.
Under his leadership, the KVDA made a surplus of Sh160 million since it was established.
The money was saved in the 2012-13 financial year and since then the organisation has performed well.
More than 12 commercial buildings are under construction in Eldoret.
They are likely to improve the face of the town.
The high number of new commercial buildings is attributed to a rising demand for office space, malls and colleges.
“We are seeing many investors putting up buildings because Eldoret is now experiencing quick growth, with new businesses coming up in all parts of the town,” Uasin Gishu Housing executive Robert Ngisirey said.
County records indicate all upcoming buildings have been duly registered and approved.
The tallest building will have 26 floors.
