Governor Bii's surprise reshuffle sparks panic

Governor Jonathan Bii's surprise reshuffle of his cabinet in Uasin Gishu has sparked panic at the county headquarters.

On Monday, he transferred four executives and there are fears that more changes might be on the way.

Bii is seeking to stamp his authority and push his development agenda after using the last one year to settle in office and put his allies in strategic positions.

The governor has in the last two weeks changed his tone and appears to be tougher on the direction he wants his administration to take as he seeks to implement is development agenda.

“I am asking all staff of the county to pull up their socks and be ready to work more than ever before,” Bii said.

He also appears to have been irked by recent ranking surveys which circulated widely in the county.

The ranking, which he termed as fake and politically motivated, had placed him at position 47 among the governors.

On Monday, Bii moved his close ally Dr Sammy Kotut from the health docket to the water and environment department.

Kotut swapped places with Abraham Serem, who is also a close ally of the governor.  

Anthony Sitienei, who was lands executive has swapped places with Janet Kosgei of education.

Also affected in the reshuffle was Dr Paul Wangwe who was a chief officer in the health docket but has now swapped places with Joyce Sang of preventive and promotive health services.

Bii signed the transfer order for the executives in the changes which had been rumoured for some time.

Dr Kotut and Serem both played crucial roles during campaigns for Bii, leading to his win in last year's elections.

The changes come just a day after Bii suspended travel for his executives and ordered them to work within the county and effectively serve residents.

"We must ensure that we deliver on our mandate and serve the people of Uasin Gishu effectively. Time for loitering is no longer available," Bii said.

The governor has also moved to the grassroots in the county to ensure implementation of his Nguzo Kumi agenda.

“Those claiming my administration has not done anything are wrong. We know it’s the work of some of those I defeated in the last elections, who are yet to believe that I am now the governor,” Bii said.
