Nandi assembly suspended, ward reps brawl over report on widespread graft

The assembly recommended firing all county executive committee members over graft and incompetence.

MCAs threw punches, kicked each other, hurled furniture and abuse, causing suspension of the Nandi county assembly over a scathing ad hoc committee report on corruption.

It recommended firing all county executive committee members over graft and incompetence.

It also called for lifestyle audits and alleged missing funds involving county projects.

The melee broke out during voting.

The report failed to pass.

More than 100 staff have been sent home and told to await further communication after the melee last Wednesday when riot police were called for a heavy deployment.

The public gathered outside.

Clerk of the assembly Barnaba Kosgei notified MCAs the suspension was caused by fighting and property damage.

“The county assembly has been adjourned sine die as per provisions of standing orders 1 and 111( 1 ),” Kosgei said in a notice to the MCAs and staff.

He said resumption of operations would be communicated as damages and the general situation is assessed and addressed.

“During that period, the staff through their department heads will be advised of attending to other duties, ” the notice said.

He called upon all MCAs and staff to exercise calm.

Fighting broke out as the legislators voted on an ad hoc committee report recommending the sacking of all county executive members over allegations of corruption and incompetence.

There had been day-long heated debate.

Twenty MCAs had voted to reject the report while another 11 had supported it but before the voting was completed one MCA attempted to grab the mace and run away.

This sparked a vicious fight during which the MCAs boxed each other and threw all available items at each other.

Efforts by security officers and speaker Cheruiyot Melly to quell the violence failed as MCAs banged tables and shouted loudly before the situation generated into chaos.

The ad-hoc committee chaired by Kapsabet MCA Benjamin Matata had made far-reaching recommendations following its investigations into the allegations of graft and incompetence.

Following the stand-off, MCAs who support Governor Stephen Sang carried the day.

The attempt to remove executives from office failed.

The team had been formed to investigate the county executives for possible gross violations of the constitution and applicable laws in the execution of their duties.

MCAs who had opposed the report were led by Julius Bett of Tinderet.

They said it was politically instigated to cripple the county and they would not allow external interference in county operations.

“We know what has been going on behind the scenes to undermine the county but we are selected by the public to serve the residents and not be controlled by a few people with selfish interests,” Bett said.

MCAs in the ad hoc committee had also recommended the Ethics and Anti-Corruption Commission investigate and carry out lifestyle audits against some of the officers.

“In light of the report’s findings against each county executive committee member, and taking into account the grounds and particulars stated against each, the committee recommends Governor Sang dismisses the listed executives from office,” the recommendations said.
