The Kakamega Public Service Board CEO Catherine Gathoni has told the county assembly committee hearing a petition seeking to oust the board that he has never earned two salaries.

Gathoni was summoned by the Public Service and Administration Committee to confirm whether she barred the board members from accessing the office and if she was on two payrolls in Nakuru and Kakamega counties.

Her alleged unprocedural sacking is one of the grounds in a petition by a Kakamega resident Dennis Muhanda seeking to impeach the board.

“It's a fact I worked with Nakuru county for 30 years but I want to state clearly that I was not on two payrolls as claimed. I was regularly employed and I am in Kakamega rightfully,” Gathoni told the Committee.

The committee is yet to release a report on the outcome of two petitions filed early in the year by two residents seeking to remove the board from office.

The two petitions were later withdrawn but the committee promised to give a report on the issues raised.

The board members' legal team led by Calistus Shifwoka sought to cross-examine the CEO but the committee declined.

Committee member Walunya Indimuli said Gathoni had only been called to shed light on claims she earned two salaries and she was not one of those whose removal was the subject.

"The witness won't be subjected to cross-examination as it’s the committee that summoned her," ruled Walunya.

Former governor Wycliffe Oparanya sacked Gathoni in a letter dated October 19, 2021, because she had failed to delink from Nakuru County after being appointed as the board secretary on July 15, 2020.

But Gathoni appealed the dismissal at the Public Service Commission which revoked her sacking.

Governor Fernandes Barasa reinstated her in a letter dated November 4, 2022.
