Three people, among them a woman selling food to construction workers, have been confirmed dead. Eight people have been rescued.
Most of those feared trapped in the debris are construction workers.
The seven-story building was under construction when it collapsed around 2.30 pm on Tuesday, according to witnesses.
Earlier, Nairobi Governor Johnson Sakaja visited the scene of the collapsed building on Wednesday.
The Governor called for the arrest of the developer.
Sakaja said the developer never got a permit from city hall for the construction.
