The Bill was sponsored by Majority leader and Kikuyu MP Kimani Ichung'wah.

It sought to amend various provisions of sixteen (16) Acts of Parliament.

Key leaders present during the signing are Deputy President Rigathi Gachagua, National Assembly Speaker Moses Wetang'ula, Majority leader Kimani Ichung'wah, and Attorney General Justin Bundi among others.
