Nyamira Governor Amos Nyaribo has demoted over 1,000 officers who he said were illegally promoted.
He termed their promotions unfair.
Nyaribo on Wednesday said it is unfair for a section of employees who are unqualified for certain job groups to be enjoying more than others who are willing to work.
Over 1,000 officers are set to be affected in the demotions across the 10 departments and they will be surcharged according to the law.
“The county government through the County Public Service Board has been analysing all the promotions and re-designations effected in the county payroll with a view to confirming whether they were all approved by the board as provided for in its mandate,” Nyaribo said.
He further noted the exercise is complete and the board has authorised implementations of their recommendations.
Nyaribo, while addressing journalists at his official residence in Nyamira town asked those who will not be satisfied with his step, to appeal to the County Public Service Board which is the official employer.
He was accompanied by Deputy Governor James Gesami, county secretary James Ntabo and executive committee members Jones Omwenga (roads), Gladys Momanyi (health) and Harrison Momanyi (education).
“The department of public service management has embarked on the exercise and all the affected officers will be informed in due course.
"Any appeals will therefore be addressed to the County Public Service Board for arbitration and decision,” the governor said.
The governor said the vacancies that will be created as a result of the process will be advertised internally and will be open to all members of staff including the affected ones for fair competition.
Nyaribo cited a number of glaring cases of irregular promotions and re-designations.
He cited a case where five officers were promoted to non-existing positions of directors job group ‘R’ within the lineage of departmental directorate.
Others were also promoted to non-existing positions of directors job group ‘S’ which is reserved for chief officers.
Some were illegally moved two job groups or so within a year without considering the promotions guidelines that require an employee to be moved from one job group after at least three years.
