Agano Presidential candidate David Waihiga Mwaure on Monday launched his 12-point manifesto.

Dubbed 'Badilisha', Waihiga says his manifesto is a representation of a clean start by the Kenyans If he is elected to succeed President Uhuru Kenyatta.

He said he will form a task force to study the possibilities of dissolving Nairobi County after this election.

Wahiga said that post-2027, the Governor of the capital city will be an appointee of the president and an automatic member of the cabinet.

Should he and his running mate, Ruth Mutua win the presidential elections, they have pledged to increase revenue allocation to counties to 40 percent , and designate 10 percent of the 40 percent to go directly to the Village councils.

Waihiga also plans to create a legal framework that will ensure Public Sector Audit General reports are prima facie evidence of abuse of office and misappropriation of funds.

Prima facie is a Latin expression meaning at first sight or based on first impression.

“We will ensure the  Sh 15 trillion stolen and stashed abroad is returned to Kenya in consultation with all the concerned countries where these funds are,” he stated.

Under the Agano government, all contracts with foreign entities starting with Nairobi Expressway, Mombasa, Lamu, Naivasha and Kisumu ports and SGR will be made public under his administration.

Waihiga will also ensure that each registered family has at least one person who is employed and roll out the Universal Healthcare Coverage program based on disease and demography.

His government also plans to introduce a pollution tax on users and manufacturers of any type of plastic item. 

The Agano government has pledged to limit the total loan repayments by the government to Sh1 trillion. 

“This will immediately release Sh350 billion to support government programs. We will urgently call for a meeting with our lenders to arrive at a fresh repayment plan to ensure the country does not fall into debt distress,” Waihiga added.

The presidential hopeful has also promised to create an office for the Registrar of Families and use the data collected for the Huduma Number to refocus government planning to be family-centred.

Old persons above 70 years will get access to free medical services under the presidency of Waihiga.

He has also pledged to constitute a Truth and Recovery Commission that will help bring back to Kenya Sh20 trillion illegally obtained and stashed by ‘ big powerful’ individuals.

I will constitute a Truth and Recovery Commission to assist in the recovery of all funds illegally stashed abroad and corruptly lost and obtained,” Waihiga added.

He also pledged to hire all clergy of registered churches as alternative dispute resolution officers.

If elected, Waihiga’s administration will also be keen to implement the two-thirds gender rule in all appointive positions and enhance access to government procurement opportunities (AGPO) reservation to youth, women and people living with disability quota to 40 percent.

Under healthcare, he promised to waive medical bills for any person who dies in a government hospital.

Also, priority will be given to cancer, accident victims and all forms of medical surgery.

Waihiga is the final presidential candidate to present his blueprint for the country after Deputy President William Ruto and George Wajackoyah launched theirs on June 30.
