Ruto will make final decision on Junior Secondary - CS Machogu

The Education Cabinet Secretary  asked Kenyans to be patient.

Education Cabinet Secretary Ezekiel Machogu on Thursday said President William Ruto will decide where the Junior Secondary School learners will be domiciled.

The CS ,who is on a countrywide tour ahead of the national examinations later this month, said President William Ruto will be the one to make the decision and give the way forward.

“The issue of whether grade seven and eight should be domiciled in primary school or secondary school among other issues shall be addressed by the president after receiving the report,” Machogu said.

Machogu asked Kenyans to give the Presidential Working Party on Education Reforms, which is collecting public views on the Competence Based Curriculum, time to conclude their report.

The team is expected to give a preliminary report by early December to guide the transition of learners in the anticipated double intake in January,

Machogu's remarks come a day after teachers' unions clashed over the domiciling of JSS learners ahead of the transition by Grade 6 learners.

While the Kenya Union of Post Primary Schools insisted that the JSS learners should be placed in secondary schools, their Kenya National Union of Teachers prefers primary schools.

The CS spoke at Kisumu Girls High school where he held a meeting with school heads from the counties of Kisumu and Siaya.

He later held another meeting with school heads to audit examination preparations systems in Kisii

Machogu also assured Kenyans that the state has rolled out a multi-agency approach to guarantee the integrity of the national examinations.

Machogu said all the examination materials have been dispatched to various centres across the country ahead of the beginning of the tests on November 28.

“We are here to give an assurance to the country that we are well prepared for this year’s examinations. The entire government including my colleagues in the Cabinet will take part in the exercise,” he said.

This year, candidates will sit for three national examinations- the Kenya Certificate of Primary Education (KCPE), Kenya Certificate of Secondary Education (KCSE) and and Kenya Primary School Education Assessment (KPSEA) for grade 6 pupils.
