Deputy President Rigathi Gachagua on Monday morning met the Chief Administrative Secretaries (CASs) attached to his office.

The CASs include  Ann Wanjiku Mwangi, Edwin Sudi Wandabusi and  Nicholas Ngabiya Rioba.

Gachaua said the CASs reported to his office last Thursday, immediately after they were sworn in at State House.

The DP said their functions will be being the Liaison with Constitutional Commissions and Independent Offices in matters that require intervention by the national government, including budgets, policy formulation, and implementation of their recommendations.

Also, the CASs will be coordinating the planning and supervising the implementation of development partners’ funded programs and projects; Overseeing Public Sector Reforms; and Any other function as may be assigned by the President.

Last Friday, High Court barred the appointed 50 CAS from being in office pending the determination of an application filed by the Law Society of Kenya and Katiba Institute.

Justice Hedwig Ong'undi also temporarily stopped the appointees from earning any salary, remuneration or any benefit.

Through lawyer Dan Okemwa, LSK and Katiba said the nomination goes against a letter to the chairperson of the Public Service Commission from the Head of Public Service in October last year requesting for a vacancy declaration of 23 vacancies in the office of CAS.

“At the time of their application, only 23 vacancies lawfully existed. Through the unilateral decision by PSC to unconstitutionally and unlawfully create an additional 27 positions, there exist serious doubts as to the legality and irregularity of their appointments,” he said.
