Health CS Susan Wafula now says there are senior individuals in the government who want to steal money meant for the sick.
Wafula warned that the fight against corruption at Kemsa will not spare any government officials found in connection to the scandals.
She was speaking on Wednesday during the launch of the EACC report on Corruption and Unethical Conduct in Kenyan Healthcare Projects.
"There are people in this country who are hell bend enriching themselves on the backs of patient money, Very shameful... I am not going to allow it to happen," she said.
"On donor money, that you cannot assist yourself you are assisted but there are people who have grouped themselves to benefit from these monies."
At the same time, EACC chairperson David Oginde said investigations into the Kenya Medical Supplies Authority scandal were underway.
"We have a whole investigative department that is looking into the scandal. They will look at what exactly happened at KEMSA and those who were involved," he said.
Oginde added that they were going to interview the suspects and then forward their names to the Director of Public Prosecutions for further action.
Some officials in the health ministry and Kemsa have already been fired.
On Monday, President William Ruto sacked Health PS Josephine Mburu and the whole of the Kenya Medical Supplies Authority board including its chair Daniel Rono.
Wafula fired Kemsa CEO Terry Ramadhani and appointed Andrew Mutava Mulwa as the new acting CEO.
She also reconstituted the Kemsa board and appointed new members.
The officials were kicked out following the Sh3.7 billion tender for treated mosquito nets, paid for by the Global Fund.
