Chaos as Millie Odhiambo, Rozaah Buyu kicked out of Parliament

They were protesting a ruling on the ouster of Chege as minority deputy whip.

Chaos were on Thursday witnessed at the National Assembly after Suba North MP Millie Odhiambo and her Kisumu West counterpart Rozaah Buyu were kicked out of the Chamber.

This came after the two started protesting against a ruling by Speaker Moses Wetang'ula on the ouster of Sabina Chege as Minority deputy whip.

During the ruling, Wetang'ula said he could not authorise Chege's removal following a petition filed in court.

"Honorable members from the foregoing, my hands are tired with regard to the court order that has been brought to my attention," he said.

"Until and unless further information is provided, that this order has been varied or set aside, the court order effectively suspends the decision by the minority party on the replacement of Sabina Chege as the deputy minority whip."

This resulted in arguments from various lawmakers despite the Speaker calling for order.

"Order Honorable Millie... Order... Order... Order," the Speaker directed.

This was followed by a moment of silence from the Speaker as he consulted with a court clerk. Meanwhile, on the floor of the House, the MPs could be heard talking.

"Order honorable members. Take your seats, Order!" Wetang'ula called out again.

"I order Honorable Rozaah Buyu and Honorable Millie Odhiambo to leave the Chamber," the speaker said.

This was received by boos from the floor forcing the speaker to call for order again.

"You will leave the chamber. Sergeant, ensure the two members are out of the Chamber," he said.

This prompted "no order" chants from the floor.

Wetang'ula had to order a break as the commotion went on for a while, with him insisting that the two lawmakers be removed from the House.

"The House will take a short recess of 15 minutes. The House is suspended for 15 minutes," he said.

Wetang'ula had warned that any interruptions during the National Assembly proceedings would attract penalties.

On resumption of the session, the speaker ordered more MPs out of the House for violating Standing Orders of the House. 

"The following members having flouted the Standing Orders of the House by menacing each other, shouting at the chair and making all manner of unprintable utterances, I will invoke the provisions of Standing Order 107 (a)," Wetang'ula said.

The lawmakers affected by the order were Millie Odhiambo, Rosa Buyu, Sabina Chege, Fatuma Mnyazi, Catherine Omanyo, Joyce Kamene and TJ Kajwang.

"They will suffer the following fates; Millie two weeks, Buyu two weeks, Mnyazi five days, Omanyo five days, Kamene two sittings, Kajwang two weeks and Sabina Chege two weeks. Sergeant can you have those members of our the Chamber?" the speaker ruled.

According to the Standing Orders, if on any occasion the Speaker or the chairperson deems that his or her powers under the Standing Order are inadequate, the Speaker or the chairperson may name such Member or Members, in which event the procedure specified in Standing Order 108, a member may be suspended after being named.
