CS Nakhumicha to appear before senators over Kemsa scandal

Cabinet Secretary Susan Nakhumicha has been lined up to appear before a Senate committee to shed light on the bungled Sh3.7 billion mosquito nets tender.

The CS will appear before the committee as the Public Procurement Regulatory Authority said no bidder qualified to supply Global Fund with the mosquito nets.

Kenya Medical Supplies Agency (Kemsa) had picked two firms as qualified to be awarded the tender before Global Fund terminated the process citing irregularities.

Seventeen firms tendered their bids.

Senate Committee on Health chair Jackson Mandago said the Principal Secretary of the National Treasury will also be invited.

"We will re-invite the suspended CEO of Kemsa, former Health PS, and the CS later as we conclude the matter," Mandago said.

Also to appear before the committee are representatives from Global Fund and the new management at Kemsa.

Both suspended Kemsa CEO Terry Ramadhani and former PS Josephine Mburu had appeared before the committee.

"From the information we are getting, we need to have another meeting with them," Mandago said.

Mburu told Senators on Tuesday that Kemsa is not under the State Department she led (Public Health and Professional Standards) but under Medical Services which was headed by Peter Tum.

Tum is now a PS in the Ministry of Sports.

Mburu told the Senate Committee on Health she was not involved in the procurement of the nets.

“I was not involved in the procurement process because Kema was under Tum,” she said.

Ramadhani on the other hand said she is yet to understand why she was fired.

She claimed to have gotten news of her firing on the media.

“I don’t know what to make of it whether it is political or not,” she told senators.

Ramadhani further claimed Health CS made calls asking her to meet certain individuals.

She also said the CS suggested a company that was ready to give pre-qualification technology for free.

Ramadhani said she did not meet the individuals or agreed to bring on board the company the CS had suggested.
