Oburu calls for demarcation of Kenya-Uganda border

He has decried harassment of Kenyan fishermen by Ugandan police.

Siaya Senator Oburu Oginga wants the government to  fast-track the delineation of the Kenya-Uganda border along the Lake Victoria Basin.

In a motion, Oburu decried harassment of Kenyan fishermen by their counterparts from Uganda saying they rely on fishing as their main economic activity. 

He cited frequent arbitrary arrests and imposition of unreasonable fines by Ugandan security officers on Kenyan fishermen.

"Communities living around the lake rely on fishing as source of food and employment and have reported harassment from Ugandan personnel," he said.

In a most recent incident, 51 Kenyan fishermen were arrested by Ugandan police in Remba Island in Suba North for allegedly operating without a valid license.

Their fishing boats were confiscated over alleged boundary trespass.

The fishermen were remanded at police cells in Kabale trading centre and Lolwe Island in Uganda, forcing security officials in Homa Bay to intervene and have them  released.

County commissioner Moses Lilan said the incident happened when Ugandan security officers were patrolling Lake Victoria.

According to Oburu, both the Ministries of Foreign affairs and East African Community (EAC) should engage their counterparts in Uganda to come up with long lasting solutions.

"It should develop measures to curb the arrest of Kenyan fishermen by Ugandan authorities and institute a protocol for sustainable development of the Lake Victoria basin on the sharing of resources between partner state," the lawmaker said.

He stated that in 2021, the Kenya International Boundaries office formed a joint committee with the Ugandan authorities that did not effectively delineate the boundaries which he said would have helped avoid conflict between the two countries.

Oburu also wants the Interior Ministry to deploy the Kenya Coast Guard in the territorial waters of the lake to enforce maritime security and safety.
