The National and county governments have agreed to jointly facilitate the payment of stipends to Community Health Promoters.
In a consultative forum that was held between the two levels of governments and partners, it was also agreed that the community health promoters will be provided with kits that will enhance medical response at the community level.
The Council of Governors and its partners convened a two-day consultative meeting between the national government and the county governments to review the intergovernmental relations and engagements between the two levels of government with a key focus on health and social protection.
The forum brought together governors, leadership from the Ministry of Health, Ministry of Labour and Social Protection, County Executive Members in charge of health and other development partners.
“It was resolved that the Ministry of Health shall replenish the kits after every three years,” a joint communiqué reads.
It was further agreed that a joint facility assessment be undertaken across the country to inform the number of primary care networks to be established.
On Health financing, the governors and the ministry agreed to reform the National Health Insurance Fund to a Social health insurance Fund through a stakeholder engagement process.
The two levels of government agreed that funding for level 1, 2 and 4 facilities will be financed through a publicly financed mechanism and individual capitation.
“Level 4 and 5 hospitals will be financed through social health insurance. Further, level 6 will be financed through critical illness fund and social health insurance,” the joint communiqué says.
On social protection, it was agreed that a technical team comprising of the CoG, State Department for social protection, Unicef, World Food Programme and sector partners shall convene to establish a framework to institutionalise the social protection programmes at the county level.
The meeting aimed to strengthen health sector-specific intergovernmental collaboration and address emerging issues and enhance a greater understanding of social protection by both levels of government.
