EACC probes alleged fraudulent procurement at Pwani University

The Ethics and Anti-Corruption Commission has launched investigations into allegations of fraudulent procurement procedures at Pwani University.

The institution faces accusations of having favored an insurance company in awarding tenders for staff medical insurance cover.

In a letter seen by the Star and addressed to the institution's Vice Chancellor, EACC's Senior Investigative Officer Tabu Lwanga said the allegations span over years.

"As you are aware, the commission is investigating allegations that your institution has over the years manipulated procurement procedures in the tender for provision of staff medical insurance services to favor a particular insurance company," the letter dated June 20, 2023, read in part.

Lwanga asked the VC to ensure that any related tenders awarded pending investigations are done strictly in compliance with the law.

In the allegations, Pwani University is said to have used direct procurement to award the tender to the Insurance Company infringing the procurement law. 

The EACC Officer warned that if the investigations prove that the institution did indeed breach the law, it may be subject to a criminal prosecution. 

"We note that the allegations if proven, constitute a grievous breach of the law and may result in criminal prosecution."

Among the mandates of the EACC is to carry out investigations into corruption, economic crimes, and unethical conduct.
