Moshisho applauds Senate for reinstating Siaya DG Oduol

The deputy chairperson of the deputy governors’ forum, Martin Moshisho, has thanked the Senate for saving the Siaya deputy governor William Oduol from impeachment.

“I thank the Senate for reversing the decision by the Siaya county assembly and making the impeachment null and void,” said Moshisho.

While addressing journalists in Kajiado town on Friday, June 30, he applauded the decision of the senators saying their action will help protect devolution.

Moshisho said without stability in the county system service, delivery is hindered and tampered with.

“I am happy that the Siaya deputy governor is back in office on the decision made by the Senate. I particularly thank Senator Aron Cheruiyot for his effort in saving Oduol,” said Moshisho.

The chairperson of the deputy governors’ forum called upon the Senate to improve the country’s legislation and give deputy governors clear roles so that the counties can avoid unreasonable squabbles.

“As the forum of deputy governors, we need to have a robust discussion with the Senate on how best we can be able to improve roles of the deputy governors for service delivery,” he said.

Moshisho said deputy governors are principal helpers of governors in service delivery in the counties, and he requested county assemblies not to use impeachment motions to settle political scores.

“There are a lot of ways and mechanisms that can be employed in settling conflicts in the counties. I am also calling upon the leadership of the Council of Governors to devise mechanisms of conflict settlements instead of going the impeachment way,” said Moshisho.

The Senate, recently, subjected the Siaya County assembly to ridicule after Oduol was reinstated as the deputy governor.

After the Senate made its decision, it has now emerged that the Siaya County assembly has resolved that a constitutional petition be filed at the High Court of Kenya at Siaya, to find Oduol unfit to hold a public office.

This is contained in a notice of motion signed by Ukwala MCA, Peter Oduor, where he said the assembly seeks to file a petition before the High Court seeking to declare Oduol unfit to hold a public office.

The Siaya County assembly also intends to file a petition to the Ethics and Anti-Corruption Commission to investigate and establish that Oduol is culpable for violation of Articles 10, and 232 (1) (f) of the constitution as read with Section 29 of the Leadership and Integrity Act, 2012, Section 19 of the Public Office Ethics Act, 2003. 

On the findings of the 11-member Senate Committee that found Oduol culpable of the allegations that led to an impeachment motion passed unanimously against him, the assembly also intends to petition the Directorate of Criminal Investigations to probe him.
