All graduate teachers will have to undergo a mandatory one-year program training and internship for the effective implementation of a Competency-Based Curriculum (CBC).

The proposal was recommended by the Presidential Working Party on Education Reforms in a report released on Tuesday.

This is after stakeholders raised concerns over teachers' preparedness in the implementation of CBC and Competency-Based Assessment Framework (CBA).

They said that teachers do not have confidence that the training they got was enough to handle the CBC curriculum.

"In order to attract, develop and retain effective teachers, there be a one-year mandatory retooling program for all graduates of pre-service training to be CBC compliant; and a one-year mandatory internship program upon completion of pre-service training before being registered into the teaching profession," reads the report.

Out of 1,585 stakeholders’ submissions, 34.6 per cent stated that only a few teachers had been trained on CBC implementation.

Others argued that the training organised by TSC in 2021, was superficial, hurried and was conducted by unqualified trainers.

"33.8 per cent reported that the training program was rushed, while 10 per cent attributed lapses in the interpretation of the Curriculum designs as challenges," reads the report.

They said that facilitators gave conflicting approaches in interpreting curriculum designs, nor could they comprehensively respond to questions asked.

Further, the stakeholders pointed out that inadequate capacity to conduct assessments and superficial training were the weak points in the implementation of CBC.

They recommended that teachers’ training workshops should be done thoroughly, competently, and concurrently in all regions.

"There should be an adequate schedule, and training workshops should be conducted early to allow teachers to interact with the content and seek different support systems before delivering the content to learners," reads the report.
