Mudavadi: Silo mentality in public sector must end

He said it is time the public service workforce embraces collaboration and teamwork.

Prime Cabinet Secretary Musalia Mudavadi has said the public sector workforce must embrace collaboration and teamwork to end the culture of silo mentality.

Speaking on Wednesday, Mudavadi said the whole-of-government approach in Ministries, Departments and Agencies (MDAs) can only be achieved by working together to tackle rising challenges across various sectors.

“We need to agree and build a culture of problem-solving. This can only be realized when we pull together. We need to have harmonious working relationships across all the departments and agencies of government,” Mudavadi said.

The Prime CS spoke as he hosted chairpersons and vice-chairpersons of the five sectors of the national development implementation committee (NDIC) in Nairobi.

They comprised Principal Secretaries from various state departments across all ministries.

He asked the officials to identify priority areas of focus and align them to the Kenya Kwanza plan.

“As senior ranks of the executive you need to identify key priority projects, programmes and policies and align them to the Bottom-Up Economic Transformation Agenda (BETA),” Mudavadi said.

He reiterated the government’s commitment to service delivery, insisting that no one will be allowed to derail that progress.

The Prime CS said the promises made to Kenyans must be fulfilled as the goodwill from Kenyans is limited, and there will be no room for excuses if the Kenya Kwanza government does not deliver on its promises.

“We have to pull everybody on board and help each other to navigate towards a common goal and eliminate bottlenecks that hinder efficient and effective service delivery to Kenyans,” he said.

The meeting came after President William Ruto read a riot act to senior state officials falling short of what is expected of them.

Mudavadi said the executive's primary focus is on unlocking the huge potential that lies in the public sector.

He noted that the government also aims to streamline development initiatives and ensure a seamless implementation of vital projects that will positively impact the lives of citizens.

The office of the Prime Cabinet Secretary has consultatively developed guidelines on the framework for the Coordination and Supervision of government business across ministries, state departments and agencies

The guidelines clarify the structures of operation and roles of members in coordinating government business under the umbrella of the NDIC and the five sectoral working groups.

They include finance and production economy, Infrastructure, Land and Natural Resources, Social Sectors and Governance and Public Administration Sub-Committees.
