ICT Working Group invites public views on sector reforms

Chairman Prof Timothy Mwololo says October 28 is the deadline for submissions.

ICT and Digital Economy Policy and Legislative Reform Working Group is appealing for public views on how best to reform the sector.

In a statement on Friday, chairperson Prof Timothy Mwololo said the team requires a robust policy, legislative, regulatory and institutional framework to achieve the reform agenda.

"The Sectoral Working Group is required to conduct public consultations in accordance with the Constitution and invites all sectors, including members of the public and all interested parties to provide suggestions, views and inputs, with justifications, on policy and legislative reform which will inform the review," Prof Mwololo said.

The Sectoral Working Group is tasked among other things to evaluate the efficacy, suitability and structuring of the ICT and digital economy sector and its role in fostering agility, innovation and value creation.

It is also mandated with reviewing existing policy, legislative and institutional framework underpinning the sector and make recommendations for reforms.

"The sectoral working group therefore, requests for online submission using a stakeholders engagement data collection form not later than October 31, 2023," Prof Mwololo said.

The Sectoral Working Group was unveiled on September 8 by ICT Cabinet Secretary Eliud Owalo.

Membership is divided into two thematic areas; ICT sectoral reforms and broadcasting and telecommunication sectoral reforms.

Officials include Phylis Migwi (Vice chair responsible for ICT sectoral reforms), and Dr Hannington Joel Gaya (Vice chair responsible for Broadcasting and Telecommunication sectoral reforms).

Members under ICT sectoral reforms include Prof Christopher Kipchumba, Marshal Luusa, Angela Wamola, John Ooko, John Walubengo, Philip Thigo, Col (Dr) James Kimuyu, Dennis Kute, Josephine Ndambuki, Benson Mandela, George Wanyama, John Mwamanzi, Anasatcia Kariuki, Caroline Kimondo.

Members under the broadcasting and telecommunication sectoral reforms include Prof Dr Thomas Senaji, Tom Mshindi, President of the Editors Guild Zubeida Kananu, Prof Tom Olali, Dennis Itumbi, Agnes Kalekye(The Star Chief Operating officer), Caroline Mandi, Churchill Otieno, and David Nzioka among others.

The Joint Secretariat of the Working Group comprises lawyer Mahat Somane, Joan Obunga, Moses Kipkemoi, Lyla Latif, Amos Omolo, Annette Kerubo, Eric Kibet and Christopher Karanja.

The team shall remain in office for a period of six (6) months and its term may be extended if deemed fit by the Cabinet Secretary.
