CS Miano orders whole-ministry approach to curb duplication of roles

She said this will curb duplication of efforts across departments and agencies.

Cabinet Secretary for Investments, Trade and Industry Rebecca Miano has ordered a comprehensive review and adoption of a whole-ministry approach in the conduct of the ministry employee duties to curb duplication.

The CS while meeting the ministry staff at the Kenya School of Government on Monday also revealed plans by the ministry to deal with career stagnation in the ministry.

"My desire is to build a more cohesive team at the ministry, break the silo mentality among staff members while establishing a working whole-Ministry Approach in our service delivery," the CS said.

She presided over the signing of performance contracts by senior ministry officials.

The CS said her ministry will work in collaboration with the Public Service Commission (PSC) and the State Department for Public Service to ease avoidable anxiety among ministry staff.

"I look forward to changing the workplace culture at the ministry where we become each other’s keepers in an atmosphere where rectitude, diligence, mentorship and constant consultations are upheld and practised," the CS affirmed.

She said as part of the strategy to create synergy in the ministry, they will work towards improving efficiency in all our Semi-Autonomous Government Agencies (SAGAs) guided by the practice of thriftiness as a core principle.

In order to achieve efficiency in service delivery across the ministry and all its SAGAs, CS Miano encouraged staff to adopt a work attitude that is guided by timeliness.

"Today, the Ministry of Investments, Trade and Industry has embarked on a transformative journey with a renewed sense of purpose and commitment. With the well-endowed team at the ministry, I'm confident that together, we shall make Kenyans proud," she said in her speech to the ministry employees. 

The meeting by the CS and her staff also sought to ensure the proper utilisation of allocated resources to cut any budget revisions.

She called on the ministry officials to ensure efficient and timely budget preparation and utilisation.

Given the current poor state of the economy, CS Miano encouraged all three state departments and agencies within her ministry to mobilise alternative sources of income to supplement exchequer funding.

Executive Order No.2 of 2023 issued in November this year reorganising government placed the Ministry of Investments, Trade and Industry at the forefront of the much-desired economic recovery, growth and transformation as espoused under the government's Bottom-Up Economic Transformation Agenda.

The ministry was directed to prioritise 10 strategic deliverables under the Kenya Kwanza's The Plan manifesto including the facilitation of domestic and foreign investments, enforcement of quality standards and combat counterfeiting.

President William Ruto said these are part of the government's commitment to enhance efficiency, transparency and accountability at all levels of government through a whole-ministry approach to governance structure and leadership. 

This, he said, would ensure rapid delivery of public services to Kenyans in every part of the country as outlined under Article 10(2) of the Constitution.

"This Order assigns functions and institutions amongst Ministries and State Departments as hereunder and this Order supersedes Executive Order No. 1 of 2023 issued on the sixth day of January, 2023," the President said.
