PWDs in Nairobi to receive support if new Bill passes

It proposes the creation of a fund administered by City Hall to help persons with disabilities.

People with disability in Nairobi will get support if a Bill at the Nairobi county assembly is passed and enacted.

The Persons With Disability (Amendment) Bill drafted by MCA Mwaura Chege proposes the creation of a fund administered by City Hall to help persons with disabilities.

The Bill aims to “amend the Nairobi City County Persons with Disabilities Act, 2015 to establish and administer the Nairobi City County Persons with Disabilities Fund.”

It addresses various issues including getting assistive devices, medical help and allowance subsistence for those with severe disabilities hence cannot work to meet their bills. It also proposes fee payment for students with disabilities but are struggling to get school fees or skills training.

“The enactment of this Bill shall occasion additional expenditure of public funds which shall be provided for in the country government estimates," it states.

It proposes the fund be used to support special needs of persons with disabilities in Nairobi county as shall be advised by the board.

The money will also be used to help beneficiaries acquire assistive devices, facilities and services and contribute in the payment of part of school fees and skills training.

Some of the assistive devices include mobility aids, such as wheelchairs, scooters, walkers, canes, crutches, prosthetic devices, and orthotic devices. 

The fund will also be paying allowances to person with severe disabilities who are not trained in any skills, aged persons with disabilities and who are unable to seek employment, and establishment of rehabilitation centres for person with disabilities.

Source of the monies shall be appropriated by the county assembly, gifts, donation, contributions, grants from or by way of testamentary bequest by a person or organisation, money earned or arising from any investment of the fund
