As the law provides in the PFM Act we have to balance our expenditures and our revenues.

From the onset, we want to laud Kenyans to raise their voices. This country belongs to Kenyans and when they raise their voices, it is precisely what the constitution provides.

I also want to laud the MPs because we are all geared to the welfare of Kenyans.

If this Bill (Finance Bill) is, we shall be reducing the budget for the State House by Sh451 million, security organs, and defence, for example, will be losing Sh7.75 billion.

Further, the government will shelf ongoing development of Tvets because they will lose Sh800 million, and HELB will be losing Sh3.2 billion.

JSS teachers, 46,000 of them, will not be employed because there will be no funding for them. NG-CDF will lose Sh15 billion.

If we do not give the national treasury more powers for revenue-raising measures, the Sh50 million we allocate per constituency for electrification will disappear today.

My plea is, can the House Business Committee bring an appropriations bill so that the decision we take in the finance bill can also cascade by appropriating the cut?

However, I am sure we will be also able to explain to Kenyans the fate of JSS teachers. We also be able to explain to Kenyans why they are against the employment of 20,000 teachers.

These are the proposed cuts in case there are no revenue-raising measures.

We have already promised our JSS teachers that they will be employed. If we do not give the treasury revenue-raising measures, what will we explain?

The proposed cuts in terms of roads are Sh50 billion. I am very sure those who will vote against the finance bill will eloquently explain to Kenyans why they did that.
