EACC probes procurement of heavy road construction equipment, trucks in Bomet

The Commission wrote to the county secretary demanding documents that could help in the probe.

The Ethics and Anti-Corruption Commission has launched investigations into the purchase of heavy road construction equipment and trucks in Bomet County.

EACC Spokesperson Eric Ngumbi said they are investigating the Sh373 million tender to establish whether public funds were lost in the process.

The Commission said that persons found culpable will be prosecuted and any public funds lost, if any, recovered.

"The investigation targets county officials and private entities alleged to have conspired in weaving and executing suspicious transactions to the detriment of the people of Bomet," Ngumbi said.

In a letter seen by the Star and addressed to the County dated July 30, EACC requested some original documents to aid in the probe.

The documents include the approved budget for Financial Years 2022/2023 and 2023/2024, the approved procurement plan for Financial Years 2022/2023 and 2023/2024, procurement requisition, approved memo-seeking approval advertisement and advertisement notice.

Others are standard tender documents, original tender documents submitted by bidders, appointment letters for tender opening/evaluation committee, tender opening register and tender opening minutes.

Also needed are the attendance register for tender evaluation, tender evaluation minutes, evaluation report, tender negotiation minutes, professional opinion, notification of award/regret letters, acceptance letter, contract agreement, Local Purchase Order/Local Service Order (LPO/LSO) and invoices.

EACC also requested receipts, delivery notes, inspection reports, payment vouchers, bank account details for the tenderers and any other relevant documents in regard to the tender.
