RICHARD TUTAH: Our police have done well in Haiti mission

They have made a lot of gains that no one expected them to.

The measures in the agreement between Kenya and Haiti enhance the containment measures our police were sent to undertake.

We may have sent them there but they are Goliath under shackles. What happens in security is that you can empower an entity like the Kenya police but end up shackling it.

In order for the personnel to deal well with the criminal gangs in Haiti, those are some of the measures that are required.

You can’t take them there, give them all software and hardware, and then in the process you end up shackling them so that they become lame ducks.

All the measures had to be put in place in order to enhance the operation. In doing so, there is the aspect of motivating them as well.

You can give them the best military hardware but you also have to ask yourself, how are they structured?

How do they operate? How are they motivated to use all these that you have given them?

At the end of the day, the question is: are they superior over and above the public? You might end up having a public that motivates its people more, equipped, and well structured than our police. The police need power over and above the threats they face.

So far, you can see some gains have been made. Before our officers moved, you heard what the public was talking about. You can see they have made a lot of gains that no one expected them to, especially at the speed at which they have earned the results.

The question, therefore, is, how are they going to protect the gains that have been made?

How are they going to protect the ground that is already covered? In terms of gains, they have made a lot. The question again is, what will become of Haiti after they withdraw?

You can see they have reclaimed hospitals and you can’t hear about marauding gangs to the levels that existed before.

This tells you that this strategy is working, and so far there are no casualties on our end.

Maybe they have come up with a strategy that has never been used before.

The immunity provision is helping because they are there as diplomats under the United Nations.
