Hunt for new EACC CEO begins as Twalib's term nears end

The Ethics and Anti-Corruption Commission has begun hunt for a new Chief Executive Officer/ Secretary as Twalib Mbarak's era comes to an end.

As per the Constitution, the recruitment process begins three months before the Commission's doors close to the sitting CEO.

Mbarak is expected to exit the office he has held since January 14, 2019. He will be retiring in January 2025, marking six years.

In a communication published on Tuesday's copy of My Gov, EACC said all applications for the position should be received no later than October 7, 2024, by 5 pm.

Interested candidates must be Kenyan citizens and should possess a postgraduate degree from a university recognised in Kenya.

EACC added that those interested should have experience in any field including ethics and governance, law, public administration, leadership, economics, social studies, audit, accounting, fraud investigation, public relations and media, religious studies, or philosophy.

Additionally, those interested in the position must have at least 10 years of experience at management level and meet the requirements of Chapter Six of the Constitution.

Chapter Six is on leadership and integrity.

EACC said interested candidates who meet the criteria should complete the EACC Form 1 online from https://jobs.integrity.go.ke

They should attach copies of National Identity Card, CV, academic and professional certificates, and testimonials.

"All applications must be made online and will be acknowledged via an email. Only shortlisted candidates will be contacted for interview," EACC said.

EACC said the shortlisted candidates will be published in the newspaper and on the Commission website.

The candidates will be required to obtain clearances from the EACC, Kenya Revenue Authority, Directorate of Criminal Investigations, Higher Education Loans Board and Credit Reference Bureau.

The names of the successful candidates will be forwarded to the National Assembly for approval in accordance with the provisions of Section 16(1) of the EACC Act, 2011 and Section 3 of the Public Appointments (Parliamentary Approval) Act No 33 of 2011.

"Before assuming office, the Secretary shall take and subscribe to the oath of office as set out in the First Schedule of the EACC Act, 2011," the Commission said.

The Commission pointed out that the successful applicant will be appointed for a six-year non-renewable term. 

Duties and Responsibilities

The duties of an EACC CEO include being the accounting officer of the Commission, carrying out the decisions of the Commission, day-to-day administration and management of affairs of the Commission and supervision of employees.

Other duties include coordinating the development and implementation of strategy for the Commission to ensure the achievement of its mandate.

The CEO oversees prudent financial management in accordance with the Public Financial Management (PFM) Act and, formulates and reviews guidelines and regulations that enforce legislation on anti-corruption and integrity.

Additionally, the CEO oversees capacity development in line with the Commission's strategy.
