The National Treasury has published details showing how the 47 county governments have shared Sh3.5 trillion released by the National Government over the last 11 years.
The National Treasury also confirmed that the government does not owe devolved units any money in arrears for the last financial year 2023/24.
In a statement signed by National Treasury Cabinet Secretary John Mbadi, the government said it cleared all the areas amounting to sh30.8 billion by July 2024.
The government also observed that the disbursements over the years have been above the constitutionally set threshold of 15 per cent of the last audited and approved accounts by Parliament.
"Except for 2019/20, 2021/22 and 2023/24, the equitable share of revenue has been fully disbursed in accordance with Article 219 of the Constitution,'' reads Mbadi's statement.
The National Treasury said that over the last 11 years, aggregate annual disbursements to all county governments grew by Sh186.13 billion or 95.13 per cent.
Nairobi County, with a population of 4,397,073, received the highest share of Sh173 billion over the last 11 years.
The amount reflects Sh3,581 per capita on the annual average.
Turkana County, with a population of 923,976 people, is second with Sh123 billion in the total amount of money disbursed to the devolved unit over the last 11 years.
Kakamega County with a a population of 1,86,579 people received a total of Sh120.6 billion over the last 11 years.
Kiambu County was third, receiving a total of Sh113.9 billion over the last 11 years. The county has a population of 2,417,735.
This means that each resident received an annual average per capita of Sh4,283.
Kilifi County with a population of 1,453,787 received a total of Sh113 billion over the last 11 years.
Mandera County was fourth with Sh111 billion disbursed by the National Government to the devolved unit in a span of 11 years.
The figures show how most marginalised counties received billions of shillings enabled by the equalisation fund as part of the government's interventions to ensure equity.
Bungoma County with a population of 1,670,570 received a total of Sh102.3 billion since the advent of devolution in 2013, completing the list of counties that crossed the 100 billion mark.
Other top counties that crossed the Sh90 billion mark include Wajir County(Sh94.1 billion), Meru (Sh93.7 billion) Machakos (Sh93.3 billion) and Kisii County Sh92.7 billion.
