Kenya’s democracy is in jeopardy unless the recruitment of new Independent Electoral and Boundaries Commission (IEBC) commissioners takes place soon, US Ambassador to Kenya Meg Whitman has warned.

Speaking during a high-level meeting with IEBC Commission Secretary and CEO Marjan Hussein Marjan on Wednesday,  Whitman underscored the vital role of IEBC in ensuring free and fair elections and called for immediate action to secure its stability.

“IEBC Kenya’s ability to support democracy in Kenya is at risk without the recruitment of commissioners or parliamentary action to provide IEBC funding for voter registration, by-elections, and other election activities,”  the US Embassy in Nairobi said in a statement on X.

The electoral body has been without a chairperson and commissioners since the mass resignation of the Cherera Four and the retirement of ex-Chair Wafula Chebukati, commissioners Boya Molu and Abdi Guliye.

Without a full commission,  the IEBC’s capacity to manage key functions such as voter registration and organizing by-elections, has been severely hampered.

Marjan, in his remarks during the meeting held at Anniversary Towers, acknowledged the support from development partners such as the United States Agency for International Development (USAID).

He noted that their backing had been instrumental in facilitating the Commission’s operations, particularly during the 2022 elections.

"We appreciate all development partners and donors for the tremendous support given to the IEBC Kenya before, during, and after the 2022 General Election,” Marjan said.

He also pointed out that the Commission is currently grappling with significant budgetary constraints which are limiting its ability to carry out its mandate effectively.

“The Commission is confronted with numerous challenges, including budgetary constraints that are hampering its operations,” he added.

Ambassador Whitman reaffirmed the US government’s commitment to supporting Kenya’s electoral processes.

“The United States supports Kenya’s democracy through USAID Kenya,” she stated, emphasizing the need for immediate steps to be taken to resolve the leadership vacuum at the IEBC.

The US Embassy’s call for urgent reforms comes at a critical time as Kenya continues its journey toward strengthening democratic institutions.

However, without the recruitment of commissioners and necessary funding, the IEBC’s ability to deliver transparent and inclusive elections remains uncertain, potentially putting the country’s democratic future at risk.
