PSC Chairperson Anthony Muchiri said the advertisement follows reassignments within the senior ranks of the Executive., specifically in the ranks of Principal Secretaries.
The advertisement comes in the wake of speculations that President William Ruto could soon reorganise his cabinet in line with broad-based government realities.
Ruto is believed to be under pressure from a section of parties, among them ODM, pushing for a reward for the key role they played in the impeachment of Former Deputy President Rigathi Gachagua.
It is believed that the impeachment of Gachagua, who had fallen out with Ruto, could not have seen the light of the day without the support of the Orange party which has significant numbers in the National Assembly and the Senate.
Sources in the corridor of power have intimated to the Star that about 15 principal secretaries could be sent packing in the new reorganisation, a move that could see faces allied to former opposition Chief Raila Odinga make their way into the government.
In the advert, the PSC has set December 4, 2024, as the deadline for the application.
PSC will shortlist candidates, and interview them after which they will send the names to President William Ruto who will nominate persons for the position he is interested in filling.
The names of nominated persons shall be forwarded to the National Assembly where they will be vetted by the respective committees of the House under which their docket falls.
A Principal Secretary is responsible to the Cabinet Secretary in the performance of his/her duties.
The specific duties and responsibilities include being the accounting officer and authorized officer of the State Department, implementing government policies and the Strategic Plan for the State Department and facilitating the achievement of the goals and objectives of Government and Inter-Governmental programmes and projects.
The PS is also required to develop and implement an effective performance management system, ensure efficient and effective utilization of financial, human and other Resources in the State Department, submit regular statutory reports as required and promote the values and principles spelt out in Articles 10 and 232 of the Constitution of Kenya.
A principal secretary serves on a contract determined by the appointing authority.
For one to be appointed PS, PSC states that the interested persons must have a bachelor's degree and at least ten years of work experience, five of which should be leadership positions either in public service or the private sector.
The interested person is also required to possess a general knowledge of the organization and functions of the government and also demonstrate an understanding of the goals, policies and development objectives of the nation.
The candidate must also demonstrate leadership and management capacity including knowledge of financial management and strategic people management and also meet the requirements of Chapter Six of the Constitution on leadership and integrity.
"Each application should be accompanied by a detailed curriculum vitae, copies of relevant academic and professional certificates and transcripts, National Identity Card or Passport, testimonials and other relevant supporting documents. Scanned copies of these documents must accompany an online application," PSC said.
Manual applications should be hand-delivered to the Office of the Secretary/CEO situated on the 4th floor of Commission House, off Harambee Avenue, Nairobi.

"The names of all applicants and those shortlisted will be published in the print media after the closure of the advert," PSC said.'
Shortlisted candidates are expected to get clearance from the Kenya Revenue Authority (KRA), Higher Education Loans Board (HELB) and Ethics and Anti-Corruption Commission (EACC).
They are also expected to get the Certificate of Good Conduct from the Directorate of Criminal Investigation and be cleared by a registered Credit Reference Bureau (CRB).
