National Treasury invites public views on 2025/26 budget

Kenyans and government agencies have until January 17 to submit their views.

The National Treasury has asked Kenyans to submit their proposals for consideration in the preparation of the 2025/26 budget.

The request is in line with the Constitution on the principle of public finance which requires that there should be openness and accountability, including public participation, in finance matters.

The National Treasury said ordinary Kenyans and organised groups have until January 17, 2025, to submit their proposals.

The National Government and County Governments, Non-governmental Organisations, civil society, professional bodies, private sector players, and religious groups are required to submit their proposals.

"The submissions may include measures on tax and revenue administration reforms, measures to support the growth of the manufacturing sector, and measures to enhance macroeconomic stability,'' Treasury Cabinet Secretary John Mbadi said.

In a public notice on Tuesday, Mbadi said those making their proposals should also include proposals on the implementation of programmes and projects under the government's Bottom-Up Economic Transformation Agenda.

"The submissions should be specific to tax laws to be amended supported by a statement on the issue to be addressed and a clear justification for the proposal,'' Mbadi said.

The National Treasury in October published the FY 2025/26 Medium-Term Budget Calendar to ensure timely submission and approval of key budget documents and requirements.

To guarantee these timelines are met, the National Treasury outlined how the calendar will be used in the financial year 2025/26 budget planning process.

Mbadi had n September kickstarted the next fiscal budget-making process when he gave a keynote address at the KICC during the launch of the financial year 2025/26 and the Medium Term Budget Preparation process. 

He updated the country on the state of the budget-making process for the coming fiscal year and outlined new measures that have been proposed concerning executing the financial year 25/26 budget and the medium-term budget.

Mbadi further reiterated that the government is set to switch to zero-based budgeting (ZBB) for the financial year 2025/2026 and beyond.

Under this approach, Ministries, Departments, and Agencies (MDAs) will create budgets from scratch instead of using previous trends as they have traditionally been prepared.

The National Treasury is required to prepare a budget policy statement by December 20.
