FALSE: TSC has not started demoting non-graduate headteachers

The Teachers Service Commission (TSC) has not announced it will start the process of demoting non-graduate headteachers in schools. 

This blog post alleged that TSC had taken the move to determine the appropriate number of headteachers with degrees. 

“The commission requests that the school administrators include information such as their greatest level of education (P1, Degree, Masters in an excel file,” the blog post read. 

It further claimed that TSC is currently working to put the education taskforce’s recommendations into action, which call for combining nursery, primary, and junior schools under the direction of a single principal.

“The reform team wants the three educational levels to be combined into a single institution called a comprehensive school, which will be led by a Principal who must hold a degree,” the blog post alleged. 

The Commission has come out to flag the claim, informing the public to ignore such information as it is fake. 

“We wish to inform the public to ignore this fake article being circulated through social media,” TSC said in a tweet.

The Presidential Working Party on Education Reforms (PWPER) had in made a proposal to demote non-graduate primary school head teachers without degrees.

PWPER had proposed that head teachers heading primary schools hosting Junior Secondary School (JSS) at the time of the implementation of the new Competency Based Curriculum (CBC) head the schools for an interim period lapsing on December 30, 2023 before exiting. 

“Ministry of Education to adopt a Comprehensive School system (PP1 — Grade 9) comprising Pre-Primary, Primary school and Junior School managed as one institution. The term “Secondary” be dropped from the current Junior Secondary and Senior Secondary Schools,” the team led by Prof Raphael Munavu recommended to the President. 

PWPER proposal was however opposed by the Kenya National Union of Teachers (Knut) saying non-graduate primary school head teachers need more time to complete their degrees.

"Knut supports the PWPER's radical reforms, which are yet to be promulgated by President William Ruto to make them official. But on this issue of demoting principals, we oppose the move," Knut Secretary General Collins Oyuu said.
