Factors contributing to persistence of cannabis trafficking, sale and use in Kenya
The production, cultivation, possession, trafficking, distribution and consumption of cannabis are criminal offences under Kenyan law.
Key informants reported that most of the cannabis trafficked and consumed in Kenya is largely from foreign countries such as Ethiopia, Uganda, Tanzania, Malawi and South Africa, amongst others.
Key informants reported that the factors facilitating cannabis production/cultivation,
trafficking, sale and consumption in the country were as follows: a growing culture of
normalisation of cannabis use across the country; widespread corruption among some law
enforcement, regulatory and border management officials and some NGAO officials; porous
borders; high demand and availability of ready markets.
