Proposed reforms by CS Kuria on cracking down of illicit brew

Trade Cabinet Secretary Moses Kuria has proposed reforms that his ministry seeks to implement to reduce illicit brew in the country. 

In a statement, Kuria said he had received a report by the Standards Council led by Chairman Jeremiah Kinyua following 48hr directive. 

"The report is to consider suspending the Portable Spirits Standard on the ongoing reforms in the alcohol industry," he said. 

In the report, the Council recommended amendments to the portable spirits standard in order to strengthen control on ethanol handling by manufacturers.

"My ministry is spearheading minimum price pegged on input cost in order to deter manufacturers of fake alcohol," part of the statement read. 

Kuria also proposed payment of exercise duty at a cost to raise barriers to entry in the industry. 

Further, Kuria wants payment of 100 per cent exercise duty by spirits manufacturers and not Ethanol producers to prevent the rampant cross boarder smuggling of ethanol. 

"We are also looking into amending the portable spirits standard in order to strengthen control on ethanol handling by manufacturers," Kuria noted. 

On June 12, Kuria made other recommendations to the National Assembly Committee on Finance to have the minimum retail price for a quarter liter of wines and spirits sold at a minimum of Sh250.

The CS said selling a quantity of alcohol below Sh250 indicates that the product is likely illicit. 

"I have given the Finance Committee a recommendation that any 250ml wines and spirits should not be sold below cost price. Where that cost price is going to be published by the Kenya Revenue Authority from time to time," he said.
