President William Ruto on Tuesday scolded some Cabinet Secretaries and Principal Secretaries who he said have scanty information about the dockets they hold.
Ruto who spoke during the signing of performance contracts at State House said some of the CSs and PSs are clueless about what is happening in their respective departments and ministries.
“I call many PSs and ask them what is going on here and they have no clue and this is your department, that is the job that you have; you are not a messenger, you are not a security person, you are not photographer, you are not a watchman,” he said.
“You are the PS or the minister and you don’t have information, how do you run a ministry, a department, or a parastatal if you have no information? That is the highest level of incompetence.”
Ruto said it is the PSs and the CSs who are supposed to advise him, yet he seemed to understand more about what is happening in their dockets than them.
He wondered how they would advise him if they were clueless about the information they are supposed to be having, and challenged them to embrace a culture of reading to familiarise themselves with what is going on.
The President said it is only through reading that they will be able to make the right decisions.
“I take time myself to read….you can never make the right decisions if you do not have the correct information, it will all be a game of guesswork,” he warned.
