Ruto, Raila talks team unveil order of priority on issues

Reconstitution of IEBC and electoral justice will be the first item to be discussed.

The National Dialogue Committee has on Friday agreed to prioritise the reconstitution of the Independent Electoral and Boundaries Commission(IEBC) in its deliberations.

Wiper leader Kalonzo Musyoka who is the leader of delegation of the Azimio la Umoja One Kenya coalition said the committee will first deal with electoral justice and related matters.

According to a statement issued by the committee on Wednesday, the panel had listed five broader issues for discussion.

The issue of electoral justice had been listed in the second position.

Under the electoral justice agenda, items include the reconstitution of IEBC, audit of audit of 2022 presidential election and boundaries delimitation.

''The NADCO this afternoon agreed on the order of priority that the issues tabled would be discussed,'' Musyoka said in a statement on his social media platform X.

This means that the committee's immediate task would be to agree whether the current selection panel for IEBC commissioners would continue with its work or be disbanded.

The committee had already placed advertisements inviting Kenyans seeking the positions of IEBC commissioners and chairperson.

The dialogue committee can also agree to reconstitute the selection panel as well.

On Friday, the committee also agreed that the broader issue of outstanding constitutional matters shall form agenda item two during the discussions.

This agenda includes the implementation of the two-thirds gender rule, governance issues including promoting national unity and inclusivity in state appointments and adequate checks and balances.

The other item that forms part of agenda two is the matter about the cost of living that the opposition had insisted must be given priority in the talks.

According to Kalonzo, agenda item three will be about fidelity to Political Parties Act, Coalitions and laws on multiparty democracy.

The Opposition wants the government to respect political parties and stop poaching its members.

The agenda of entrenching funds into the Constitution including the Constituency Development Fund (CDF); National Government Affirmative Action fund will be discussed as agenda four.

The entrenchment into the Constitution of the offices of the Leader of the Official Opposition and the Prime Cabinet Secretary have been listed as agenda items number five.

The panel has called for public views on the five broader issues as talks take shape.
