KU, KUTRRH should sign MoU end wrangles - SCAC

State Corporations Advisory Committee (SCAC) has recommended that Kenyatta University and Kenyatta University Teaching, Referral and Research Hospital enter into an MoU to end wrangling.

In submissions to the Senate Health Committee, SCAC secretary Simon Indimuli said the MOU should detail how KU students can access and utilise clinical and medical research facilities, equipment and infrastructure at KUTRRH.

“The MOU executed on such a front should be tailored on symbiosis embedded in the agreement between Moi University and the Moi Teaching and Referral Hospital,” Indimuli stated.

He said the government should also consider to revert back to the original Legal Notice No. 4 of 2019 which provided the membership of KU to the KUTRRH Board at four.

He added that the education platform for KU at KUTRRH should be insulated.

SCAC was established to oversee matters relating to the running of State corporations, commonly known as parastatals.

It reviews, where necessary, investigates and advises on management affairs of State corporations.

It also advises on the establishment, reorganisation or dissolution of State corporations in consultation with the National Treasury and Attorney General.

Section 5(3) of the State Corporations Act requires SCAC to provide advisory services to Cabinet Secretaries in the course of their mandate while considering approval of terms and conditions of service for staff of parastatals in their respective docket.

On Wednesday, Attorney General Justin Muturi told the Public Investments Committee on Governance and Education of the National Assembly that retired President Uhuru Kenyatta erred in converting KUTRRH into a parastatal.

He said the national government must address the issue because Kenyatta University was totally ignored when making the decision.

He said KU students should be allowed to use the hospital for their studies without restrictions.
