Inside Ruto's four-year massive social empowerment plan

He says he will create 4 million jobs and enhance safety nets by 2027.

President William Ruto’s administration plans to create at least 4 million jobs by 2027 as part of his ambitious social empowerment programme.

The Kenya Kwanza administration will also over the next four years enroll 11.2 million households in the social health insurance package focusing on Afya Bora Mashinani.

It will also enhance the cash transfer programmes to benefit at least 3.1 million beneficiaries as part of the safety net programme as well as disburse a cash top-up of Sh500 per target child under two years.

The top-up will also benefit pregnant mothers with the amount capped at Sh1,000 per household per month to 18,500 beneficiaries.

In the president’s ambitious fourth Medium Term Plan (MTP) unveiled on Thursday which runs from 2023 to 2027, the Kenya Kwanza government promises to create a million jobs annually over the next four years.

Employment was President Ruto’s key campaign plank that anchored his ambitious Bottom-up economic Transformation Agenda(Beta).

The president had promised to revolutionise job creation, pledging to enhance both blue-collar and white-collar markets for the millions of jobless youths.

For instance, the president rallied the affordable housing plan as a major enabler of his job creation agenda.

In the MTP, President Ruto also promised to transform youth empowerment centres into digital innovation hubs.

"...create one million jobs annually and entrepreneurship opportunities for youth and women through the Kenya Youth Empowerment and Entrepreneurship Accelerator Programme,’’ reads the MTP in part.

As part of the youth and women empowerment by 2027, Ruto’s government plans to expand the Women Enterprises Development Fund to Sh13.5 billion targeting 2.5 million beneficiaries.

The government will also disburse Sh2.5 billion through the Uwezo Fund, targeting 500,000 beneficiaries including youth, women and Persons Living with Disabilities.

The government will also revamp the National Affirmative Action Fund by disbursing Sh6.8 billion targeting 13,514 affirmative action groups.

“The social sector aims to improve the quality of life for all Kenyans by accelerating human capital development and social welfare,’’ the fourth MTP in part in part.

The President also promises to scale up the implementation of the one-year paid internship for students graduating from teachers, technical and medical colleges and universities by collaborating with industry players.

In the Medium Term Plan, the president wants to provide paramilitary, national service, technical and vocational skills to 40,000 youths annually.

Kenya Kwanza will also operationalise 144 digital labs in technical and vocational education and Training institutions.
