The High Court has issued orders stopping interviews and subsequent appointments for Deputy Commission secretaries at the Public Service Commission.
Justice Bahati Mwamuye issued the order following an application filed by one Victor Okoth.
The judge said the commission shall not fill the positions of deputy commission secretary—organisation design and career management service, recruitment section, human resource management and development services, and any other position of deputy commission secretary within the PSC.
"Pending the inter partes hearing and determination of the Application dated 11/11/2024, a
conservatory order be and is hereby issued restraining the Respondent from conducting
interviews for, recruiting, appointing, or in any other manner filling the positions of:
a) Deputy Commission Secretary - Organization Design & Career Management Services;
b) Deputy Commission Secretary - Recruitment and Selection;
c) Deputy Commission Secretary - Human Resource Management and Development Services; and/or
d) Any other position of Deputy Commission Secretary within the respondent," the order reads in part.
The order will remain in force pending the determination of the application.
The judge at the same time directed Okoth to serve his application and order on the respondents by the close of business on November 13. PSC will then respond by November 29.
The matter will be mentioned on December 18 for further directions
