Voting for the Mombasa County FKF officials was twice halted after agents disagreed.
One of the delegates, Amina Ali, had no national ID card or passport, a requirement to vote, and had to be returned.
The Volcano United delegate then returned later with a police abstract, but the agents and candidates would not let her vote.
FKF returning officer Jesse Eyase said only an original national ID card or a passport can be allowed for voting.
"Unless one swears an affidavit on that abstract," he said.
Later in the afternoon, with only two delegates out of the 60 left to vote, another fracas occurred. The presence of the FKF Electoral Board vice chair James Waindi did not go down well with teams allied with chairperson aspirants Lilian Nandudu and Al-Amin Abdallah.
The two camps alleged that Waindi was seen mingling with FKF presidential running mate Twaha Mbarak, who is supporting Salim Said for the Mombasa county chair position.
"What is he doing in the voting station? He should be neutral, but we feel he is partisan towards one side. That is wrong," Nandudu said.
However, calm was restored after the intervention of police officers and returning officer Eyase.
Nandudu and Abdallah both expressed confidence in clinching the seat.
