Chief of Staff and head of Public Service Felix Koskei has been instrumental in driving reforms within Kenya’s public service, improving governance by embedding accountability, efficiency, and transparency in operations.

He was honored with the Transformational Leadership in Public Service Award at the Africa Public Sector Conference and Awards.

The annual APSCA Awards highlight innovative leadership and governance initiatives across the continent. Convenor Akin Naphtal commended Koskei’s ability to foster quiet yet impactful reforms prioritising citizen welfare.

He has been guiding Kenya’s public service through a period of significant transformation.

Central to Koskei’s reforms is the integration of digital tools into government processes.

Among his notable innovations are the Presidential Directives Management Information System and the Foreign Travel Management Information System.

These systems have transformed how the government operates by digitising critical processes, thereby reducing inefficiencies and ensuring greater transparency.

The PDMIS enables real-time tracking of presidential directives, ensuring timely execution and accountability.

Similarly, FOTIMS In his acceptance speech, Koskei emphasised the importance of accelerating reforms, saying that while progress has been made, much work remains.

He likened the public service to an aircraft still on the taxiway, underscoring the need for coordinated efforts to achieve transformational ‘take-off ’.

His analogy resonated with the audience, capturing the urgency of institutionalising reforms that have already begun to reshape Kenya’s governance landscape. Koskei’s leadership approach is characterised by pragmatism and a focus on results.

Recognising the resistance often associated with systemic change, he has sought to engage stakeholders across various levels of government to ensure buy-in and cooperation.

This inclusive strategy has been crucial in overcoming challenges such as entrenched bureaucratic practices and resource constraints, which have historically hindered public service reforms.

A significant aspect of Koskei’s vision is his emphasis on professionalism and citizen-centric governance. He has consistently highlighted the need for public servants to act with integrity and prioritise the needs of the population.

His leadership aligns with President William Ruto’s broader agenda of creating a transparent, efficient, and responsive government.

Together, these efforts aim to bridge the gap between policy formulation and implementation, ensuring the benefits of governance reforms are felt across all sectors.

Despite the progress, challenges persist. Institutional inertia, resource limitations, and the complexity of integrating new technologies into traditional systems have slowed some initiatives.

However, Koskei’s strategic focus on gradual, sustainable change has ensured the new reforms are not only effective but also resilient.

His ability to navigate obstacles demonstrates his commitment to achieving lasting transformation in Kenya’s public service.

The recognition from APSCA places Kenya in the spotlight as a leader in public sector innovation. Koskei’s efforts serve as a model for other African countries seeking to modernise their governance systems.

His work underscores the importance of leveraging technology to enhance service delivery and accountability.

By addressing inefficiencies and streamlining operations, he has laid the groundwork for a public service better equipped to meet the needs of citizens in a dynamic and fast-evolving environment.

Koskei’s leadership has had a ripple effect beyond Kenya’s borders.

The principles underpinning his reforms - transparency, accountability, and efficiency — resonate across Africa, where similar governance challenges persist.

His achievements demonstrate that public service transformation is not about grand gestures but about consistent, strategic actions that collectively yield significant results.

Looking ahead, the reforms Koskei initiated provide a solid foundation for progress.

The integration of digital tools into public service operations represents a shift towards a more modern, efficient government that prioritises outcomes over processes.

This approach aligns with global trends in governance, where technology is increasingly seen as a key enabler of accountability and citizen engagement.

The APSCA award is not only about Koskei’s achievements buts also a recognition of the collective efforts of Kenya’s public servants working towards a shared vision of transformation.

It symbolises Kenya’s strides Kenya in reforming its governance structures and highlights the potential for further advancements.

As Kenya continues its reform journey, Koskei’s leadership remains central. His ability to combine vision with practical implementation has set a new standard for public service.

With a strong foundation in place, Kenya’s public service is poised to become a model of excellence in Africa and beyond.
