He said his administration’s duty is to provide policies, adding that they have made it clear that any criminality must be investigated.
“Whether undertaken by citizens, criminals or the police, it must be investigated and we must get to the bottom of any criminal activity in Kenya,” he said.
He spoke during the burial of mother to National Assembly Speaker Moses Wetangula in Bungoma on Friday.
Ruto said anybody found to be in breach of peace and the law must face the full consequences of the law.
“The law must apply not in a selective manner because the rule of law is what underwrites our democracy,” he added.
He stated that he will not sit back and watch the country sink back into the cases of extrajudicial killings where bodies would be found dumped in rivers Yala and Tana.
“That will not happen under my administration,” he assured.
Ruto noted that he made the promise to end extrajudicial killings in his manifesto.
He stated that he has since taken steps to fulfil the promise including ensuring that the operational budget and the financial independence of the police is removed from the office of the president to the inspector general of police.
The President said this will ensure that the National Police Service being an independent institution can make independent decisions on investigations, prosecution and maintaining the rule of law.
Ruto said the police must “do what they have to do” to maintain the law in the confines of the law.
He noted that there have been harsh critics and insults in the social media, saying there is need for a whole of society approach to ensure that the nation is measured.
“This will make sure that Kenya’s democracy does not become chaotic, abusive and democracy that undermines the rule of law,” he said.
Ruto confidently reassured that his administration will respect the rule of law, saying all Kenyans should aspire to do the same.
He stated that the government will support all institutions involved in maintain peace and dealing with legal issues.
“This is how we sustain our democracy,” the President said.
