Keter had been unwell for about three weeks, according to the Nandi County assembly speaker, Philemon Melly.
He died at the Fountain Hospital in Eldoret, where he was undergoing treatment on Saturday at around 8:30 am.
The speaker described Keter as a legend, a true servant of the people who dedicated his life to the betterment of his people.
“His tireless work, unwavering commitment and genuine love for the community will be cherished," he said.
Keter was first elected as the ward representative for Chemundu/Kapng'etuny in 2022.
Earlier, Nandi Governor Stephen Sang condoled with the family, saying;
“Keter was not just a colleague but a friend and a true servant of the people. His unwavering commitment to uplifting the lives of his constituents, his humility and his calm, thoughtful leadership will be missed”.
Sang said Keter stood firm in advocating for development and was a strong voice in the assembly.
